Procurement Policy Unit

Description
Procurement Policy Unit (PPU) is established in the Ministry of Finance (MoF) pursuant to Article 80 of the Public Procurement Law for policy and professional development and as a performance monitoring organ in field of Public Procurement. The PPU is responsible for prescribing policies and proposing improvements in procurement practices to accomplish the purposes of the Law in all areas of Public Procurement. Article 81 of the Public Procurement Law provides for the functions of the PPU.
The PPU shall implement measures and programs aimed at developing human resources and professionalism for procurement, including training programs and providing certification of the credentials of members of Procurement Committees and procurement officers.

Description
The establishment of strong state institutions at central as well as sub national levels capable of achieving measurable improvements in the delivery of services and the protection of rights of all afghans after years of war, conflict and destruction is an enormous task requiring strategic planning, comprehensive, coordinated and sequenced actions, substantial amounts of capital, and above all skilled human resources.
Sever lack of capacity in the pubic services and most other sectors is a critical issue which is clearly reflected under the pillar 5th of the Public Administration Reform PAR pillars. Under this pillar, the Government will work to improve the management of TA’s, invest in long term training and development, and plug short-term capacity gaps through its capacity building framework.
